The Tanzania Rural and Urban Roads Agency (TARURA) is a government institution established to oversee the planning, construction, and maintenance of rural and urban road networks across the country. Since its inception on July 1, 2017, TARURA has been instrumental in enhancing the accessibility of Tanzania’s road infrastructure, which is crucial for economic development and social integration. The agency manages an extensive network of roads, which has grown from 108,946 kilometers to 144,429 kilometers over five years, surpassing the targets set in the CCM Election Manifesto (2020–2025).

This expansion reflects TARURA’s commitment to improving transportation infrastructure to facilitate trade, education, healthcare, and overall community development. Despite notable progress, TARURA faces significant financial challenges. The agency’s annual budget has increased from TZS 275 billion in 2021/22 to TZS 1 trillion in the 2024/25 fiscal year, yet this allocation still falls short of the estimated TZS 1.635 trillion needed to maintain 85% of the road network in good condition year-round.

To address these constraints, TARURA has adopted innovative technologies such as ecoroads, ecozyme, and geopolymer, which utilize locally available materials to reduce construction costs by up to 50%. Looking ahead, TARURA aims to ensure that by 2025/2026, at least 85% of the road network remains passable throughout all seasons, thereby stimulating economic growth and facilitating easy access to social and economic services.
